The new approach involved rethinking both who could be part of the colonial administration and the role of the ‘Westminster model’ in the administration. Prior to the Second World War, Lord Lugard was considered to be the key policy adviser to the Colonial Office. Lugard was a former Governor of Nigeria and author of the doctrine of indirect rule. He explained his philosophy of separate development in an article in the Journal of Philosophical Studies. In spirit, he argued, ‘races’ were equal. In practical matters, they were not.
